PADM 640 Public Budgeting and Fiscal Administration

This course is designed to acquaint students with the preparation and administration of budgets in public and nonprofit agencies. The process of budget making in a public agency will be evaluated with consideration to the many political and economic factors that arise. Challenges and opportunities will be examined, as well as effective strategies for establishing a budgetary process designed to serve and protect constituents of the public organization or agency and maintain financial solvency, accountability, and integrity. Based upon the comprehensiveness of institutions involved, the roles of politicians and professionals, and objectives of the budgetary system will be emphasized. The explanation of the generalized budgetary process used at all levels of government in the United States is essential for understanding of the processes. Additional focus upon budgetary reforms and on fiscal planning is discussed. Substantial readings and a research paper/project are required.
