PADM 601 Public Administation Institutions & Values

This course explores the critical roles that public administration plays in the American constitutional system of government with emphasis on public institutions, public policy, and implementation, intergovernmental and intersectoral relations, public service values, administrative discretion, and ethical responsibilities and decision making. Major topics of interest that will be discussed in this class include the theories and practices that have impacted historical and contemporary social, economic, political, and ethical contexts of public administration, and governance in the United States. Government bureaucracy, managing and leading public organizations, core functions of government administration such as budgeting, and human resources management are included. Current trends emerging in the 21st century, that are directing and influencing public administration, will be presented during this course. Substantial readings will be presented and critiqued. A research paper/project is required.
