PADM 632 Human Resource Management in Public Administration

This course focuses on the difficult tasks of selecting, retaining, compensating, and supervising public employees. Analysis of major Human Resource practices used by public organizations will be included. Techniques examined include organization (strategic planning, job analysis, job evaluation, and compensation), staffing (recruitment, retention, testing, and hiring), performance management (appraisal, training, and development), and employee relations (grievance and discipline, mediation and negotiation, and labor relations). Attention is given to the legal framework in which public personnel management occurs. Significant amount of readings and a research project/paper are included in the assignments.
